Respect for the Will of the Voters Resolution of the Davis Recall Committee SacramentoSubmitted by Chairman Ted Costa Whereas, in 1911 the voters of California added the right of recall to the California Constitution, and Whereas, on February 4, 2003 the members of this committee began the recall of Governor Gray Davis on the grounds of gross mismanagement of California finances, and Whereas, after repeated delays, recall petitions began to circulate on March 25, 2003 and Whereas, the people of California have clearly expressed there concern about the current governor and massive overspending in the state budget by signing recall petitions, and Whereas, as of June 26th over one million of said petitions have been signed, and Whereas, on June 24, 2003 the Secretary of State finally acknowledged that over 10% of the required 898,157 signatures had been collected which began the process to validate these signatures, and Whereas, a full validation of voter initiatives is completed within 30 days, and Whereas, the California Constitution says the Secretary of State “shall maintain a continuous count of the signatures certified to that office”, be it therefore Resolved that the Membership of the Davis Recall Committee, meeting in convention at Sacramento California on June 26th of 2003, calls for an end to the “games” that have been played with the process to date, and be it further Resolved that this board calls upon Secretary of State Kevin Shelley to administer his Constitutional duty to provide a continuous count and to certify the recall petitions at the earliest possible date so that the people of California have the opportunity to vote on the recall of Governor Gray Davis, be it finally, Resolved that this board calls upon Lt. Governor Cruz Bustamonte to also exercise his Constitutional prerogative to call this recall election for the first Tuesday after sixty days from the certification of the petitions.
